The Learning & Development Specialist is a per diem role located in the Allegheny County Department of Human Services – Office of Behavioral Health at 1 Smithfield St, Pittsburgh, PA 15222 (primarily in Pittsburgh). The schedule may differ during training weeks, and the pay rate is $29.00 per hour.

Essential Job Duties
- Deliver the full range of MHP training programs, professional development activities, and performance solutions using experiential adult learning techniques.
- Facilitate training sessions, which may require driving to various community-based establishments not accessible by public transportation.
- Assess learners’ styles and balance individual with collective needs during training sessions.
- Prepare with co-facilitators to effectively deliver training content.
- Speak about the Institute@MHP and its training programs at various conferences, trainings, and seminars.
- Provide general education to stakeholders on topics such as peer support and recovery principles.
- Participate in recruitment efforts for MHP training programs.
- Support peer leadership development by assisting in stakeholder meetings as required by contract agreements.
- Contribute to continuous evaluation and quality improvement of the Institute@MHP by facilitating training assessments, providing feedback to inform instructional practices, and updating training content as required.
- Proctor course exams to ensure validity of scoring and the integrity of the testing process.
- Monitor participant learning during training delivery and take corrective action as needed.
- Perform other duties as assigned to fulfill MHP's mission.
Requirements
- Minimum of a Bachelor’s Degree in Human Services, Education, or a related field.
- At least 3 years of experience working in psychiatric rehabilitation, behavioral health, or human services settings (including internships and volunteer work).
- At least 3 years of experience as a classroom trainer, organizational facilitator, or instructional designer (or a combination of the above).
- Experience developing and facilitating trainings in an adult learning setting.
- Experience facilitating training virtually in a remote environment.
- Comprehensive understanding of the Behavioral Health system in Pennsylvania (experience in other states is an asset).
- Proficient computer skills (desktop computing, e-mail, timesheet management, electronic health records, internet research) and ability to learn relevant software applications (e.g., Microsoft Word, Excel).
- Knowledge of Learning Management Systems (Canvas preferred) and virtual meeting platforms such as Google Meet and Zoom.
- Strong oral and written communication, interpersonal relationships, attention to detail, customer service, cultural competence, time management, autonomy, problem-solving, and organizational skills.
- Ability to modify interpersonal approach to build strong working relationships and facilitate mutual learning.
- Must possess a valid driver's license.
- Fluency in Spanish is a plus.
- Certification as a Certified Peer Specialist and as a WRAP Facilitator in Pennsylvania are pluses, but not required; however, certification as a WRAP Facilitator is required within one year of hire.

Physical Demands
- Sit at a desk with ergonomically appropriate equipment.
- Stand for up to 8 hours per day, up to 5 days in a row.
- Lift up to 25 lbs.
- Set up of training room including arranging tables, AV, and other training equipment/materials.
- Frequent talking and listening; ability to retain information and communicate clearly despite potential exposure to loud or vulgar language.
- Maintain regular, punctual attendance and be available for a flexible work schedule, including evenings and/or overtime as needed.
- Spend time in community settings; must be able to travel in areas that may not be handicap accessible (walking, driving agency vehicles, and/or using public transportation).
- Remain awake during the entire shift, including break times.
